PAUL H. BROGAN

Education: University of Oklahoma City. B.S. Degree in Business
Over 20 years experience in international and domestic consultation to major world governments.
Paul Brogan has spent most of his thirty-year career in the natural resource sector. He is currently President of LEXCO Energy Corporation, a Houston based oil and gas company and serves on the advisory staff of R.A. Lenser and Associates, a petroleum engineering and geological consulting firm specializing in comprehensive oil and gas reserve reports, geological studies and 3-D seismic interpretation. In addition to these duties, Mr. Brogan has been a senior advisor to the Venezuelan Ministry of Energy and Mines since January, 2000.
From 1992 through 1998 Mr. Brogan was Vice President of Rosneftegazstroy International, the former Ministry of Oil, Gas and Construction in Russia. This entity provided Russian companies access to Western business.
During the 1980s and up to 1992, Mr. Brogan served as a senior consultant to FUNG PING FAN COMPANY, LTD., Hong Kong. Mr. Brogan provided consulting services to the Joint Managing Director in setting up a number of companies throughout East Asia, including Indonesia, Singapore, Malaysia, China, and Hong Kong.
Mr. Brogan initially started in the oil business in 1973 with Green Head Supply Company, a major supplier of oil and gas equipment, serving in the capacity of Vice President. Responsibilities included financial planning, negotiations, marketing, and public relations. Designed marketing strategies including development of International Sales activities with export offices in New York City. Initiated a computerized inventory system, assisting in the design and implementation of the system software.
Mr. Brogan received a degree in Business Management from Oklahoma City University in 1970. Served in the U.S. Army from 1971 to 1973, receiving the Award for Commendation for instituting new management and procedure systems for Sixth Army Headquarters Presidio San Francisco.
Mr. Brogan is a senior consultant to the Global Response Group (GRG) and has accepted to be a candidate to the new Board of Directors of GRG-USA.
