Consultants
Mechanical engineer with over 35 years experience in design, project management and senior operations in the turbo-machinery industry with companies such as Sulzer Bingham Pumps, Ingersoll-Rand, Dresser Industries, Babcock & Wilcox, Saint John Shipbuilding & Drydock, other international organizations and Government agencies.
Graduated from Stowe College, Glasgow, Scotland, as a mechanical engineer including studies at the Royal College of Science and Technology, now Strathclyde University, with additional courses in Fluid Mechanics.
Trained with Weir Pumps Ltd., in Glasgow, for a total of 8 years, completing their co-op apprenticeship program and then specialized in hydraulic design.
Over a period of over 20 years, held senior project management positions involving ground-breaking projects in the pump and boiler industries in North America, Europe, the Middle East, China and Russia. These generally were large dollar projects in the order of $10 million and up, extending over 3 to 4 years each.
Then, at Sulzer Bingham Pumps Inc., for 5 years, was General Manager (and member of the Board of Directors) for overall operations, including engineering, project management, quality assurance, manufacturing, customer sales and service. This was a US$25-$30 million dollars/year business supervising 9 managers and a total unionized staff of 100.
Currently is the President and owner of PMTech Consultants, providing project management, new business start-up consulting services and technical document translations.
Recently completed training and awarded certificates as an ISO 9001 Lead Auditor.
Global Response Group (GRG): Mr. Duggan has been designated as the AEROS System Project Coordinator & Quality Assurance Manager and he will
also be the ISO 9001 Auditor for GRG to oversee and control the entire AEROS System product development process at International Submarine Engineering Ltd (”ISE”) and to obtain all necessary operating permits and certificates to meet international ISO 9001 Standards.
